The Deputy Ministry of Tourism (formerly Cyprus Tourism Organisation) is a semi-governmental organisation under the supervision of the Ministry of Energy, Commerce, Industry and Tourism. The CTO is being administered by a nine member Board of Directors directly appointed by the Council of Ministers.
The mission of the Organisation is the planning and development of the tourist product by using all possibilities and resources available, as well as the promotion of Cyprus as a tourist destination both in Cyprus and overseas.
The Cyprus Tourism Organisation comprises of three main departments as follows:
(a) The Strategy Department in charge of tourism surveys and researches, tourist development planning and coordination, athletic and cultural events’ support, planning and execution of projects relating to tourist infrastructure and especially special interest/thematic tourist products including agro tourism, EU tourism policy and other affairs, planning and management of funded projects especially from EU Structural Funds thus coordinating tourism issues as part of EU policies.
(b) The Marketing Department in charge of the implementation of an integrated communication strategy, marketing and PR actions such as above and below the line marketing activities including advertising campaigns, the production of films and visuals, the organisation of seminars and conferences, the participation in tourist exhibitions, the hosting of press and fam trips to Cyprus, the handling of international tourism agreements. The Marketing Department is also in charge of the supervision of the Cyprus Tourism Organisations information offices both in Cyprus and overseas.
(c) The Quality Assurance Department in charge of the drafting and implemention of legislations relating to tourist accommodation establishments, restaurants and recreational centres, travel agencies and tourist guides. It is also in charge of the monitoring of the standards and services of the hotel & catering industry, the renewal of operating licenses of tourist establishments and the issuing of new operating licenses.
CTO administers fifteen offices overseas as well as other district offices in Cyprus including the inspectors’ Offices and Larnaka marina.
Through the 2011 – 2015 Tourism Strategic Plan the Cyprus Tourism Organisation is aiming at the following:
• capitalising on our environmental resources which constitute a key element in tourism development, and using them appropriately
• respecting the socio-cultural characteristics of the local communities aiming at the conservation of their built and living cultural heritage
• supporting the viability of the private sector’s tourism operations, providing socio-economic benefits to all stakeholders.
The implementation of the main principles of sustainable development is being ensured through the following strategic goals:
(a) increasing revenue and tourist expenditure
(b) increasing the number of tourist arrivals from targeted source markets and market segments
(c) lengthening the tourist season
(d) increasing the occupancy rate of licensed accommodation operations, thus improving the economic performance of the sector
(e) developing alternative forms of tourism.
(f) enriching the tourist experience and improving the rate of satisfaction.
The main objective of the Strategic Plan for tourism 2011 – 2015 is to define and enhance the comparative advantages and the specificities of Cyprus, so as to be successfully repositioned on the tourist map, and be able to offer greater diversity of tourist experiences, following a client-centric approach which takes into consideration the needs and wishes of the customer. It is directed towards the enrichment, upgrading and enhancement of the tourist product and services within the scope of sustainable development, and focuses on marketing, product development and quality added-value.
