Two years after their introduction on 1 September 2023, Cyprus’s new Civil Procedure Rules (CPRs) have reshaped the country’s litigation landscape by aligning closely with the English model and promoting fairness, efficiency, and proportionality in court proceedings.
Their primary purpose is to ensure equal treatment of parties, effective case management, and cost efficiency through active judicial oversight, cooperation, and the use of technology. Key innovations include Pre-Action Protocols that encourage early settlement and structured communication, as well as stricter case timetables to prevent delays while allowing reasonable leniency. Overall, the new CPRs mark a significant step toward a more organized, accessible, and efficient civil justice system in Cyprus, though their full impact continues to unfold.
