The issuance of the Presidential Decree concerning the approval by the Council of State of the ESCHASE for the Costa Nopia project marks the maturation of the technical licensing process for this emblematic development, which is now entering the implementation phase.
The Leptos Group is particularly pleased to announce the publication in the Government Gazette (D’ 439/25.06.2025) of the Presidential Decree approving the Special Spatial Development Plan for Strategic Investment (ESCHASE) for the Costa Nopia project in the Gulf of Kissamos, in northwestern Crete. The project has been part of the Strategic Investment regime since 2019.


Costa Nopia is being implemented by Cretan Sun & Sea Developments S.A., a wholly owned subsidiary of the Leptos Group, and is one of the largest tourism developments in Greece. It has been designed as a comprehensive, high-end holiday and tourist resort that places Crete at the forefront of quality international tourism. The development covers an area of 1,130 acres, with 1.4 km of beachfront, and includes the potential for up to 207,000 square meters of buildable area. It will feature hotels, holiday homes, a marina, green spaces, and sports and cultural facilities—all fully aligned with the area’s environmental footprint.
Costa Nopia, located in the beautiful bay of Kissamos, will make a significant contribution to both the local and national economy. It will create hundreds of direct jobs, as well as many more during the construction phase. The project has the potential to generate substantial public revenue, enhance the region’s tourism profile, extend the tourist season into the winter months, and increase foreign currency inflows into the wider region.
